GetMBarHeight Fetch the height of the menu bar

short GetMBarHeight( );
returns a short; the height of the menu bar
GetMBarHeight gets the height of the menu bar as required to hold menu
titles in its current font.
Notes: This routine is in the Pascal interface, not ROM and can't be used with the
64K ROM.
